What Is HRD Corp?
The Human Resource Development Corporation (HRD Corp) is a dedicated government agency operating under Malaysia’s Ministry of Human Resources. Its primary mission is to catalyze the development of the nation’s workforce.
HRD Corp manages a mandatory levy fund contributed by Malaysian employers. These funds are pooled to provide financial assistance for employee upskilling and retraining initiatives. If your business is registered and contributes to this fund, you are eligible to recover training costs by enrolling your staff in HRD Corp claimable programs.

Claims are subject to the Allowable Cost Matrix and relevant circulars.
What You Can Claim
- Training fees for in-house or public programmes (minimum 4 hours)
- Meal allowance for participants
- Consumable Training Materials
- Hotel Rental Package OR Training Rental Place
- Airfare Ticket OR Transportation
Important Information
- Employers must be registered and levy-contributing under the HRD Corp Act.
- Claims must be submitted through the e-TRiS system.
- Applications must be approved before the training commencement date.
- Only approved training programmes and providers can be claimed.

- Itinerary (airfare) – if any
- Receipt & Invoice (transportation) – if any
Requirements
- The employer does not require paying the training fees to the training provider to reduce the employer’s burden
- Certification program or mandatory Industrial Base : Unlimited number of trainees and fees. (*Others expenses please refer the Allowable cost matrix)
- Application must be submitted by employers before training date commencement
